gear not working consistently, my runic power should be 175 with these legs equipped. taking them off and putting them back on only fixes it for a few minutes.

I can't fix that, its internal client spell. Maybe you can try to delete cache folder with wow closed and if you use addons, you test it withouth addons a little time for knowing that it isnt causing it some addon.
