I bought 3x [Madman's Luggage] from the in-game shop, and I've only received one, although it charged me 300VP. Am I really stupid and I can only have 1x of this item, and I've wasted 200VP? thanks

Hi, I've got a quest called " A falling star" taken from Archmage Khadgar from within The Violet Citadel (Legion Dalaran). I've completed all the steps, however, I cannot turn it in to Khadgar, as per wowhead (https://www.wowhead.com/quest=44009/a-falling-star).
I've tried abandoning the quest and re-doing it, but it didn't help.
Is this maybe a phasing issue?

Shockwave ability worked fine for an hour, then it became grayed-out and is no longer functioning. I tried changing the talent while in a capital city, but this fixes the ability just for a couple of minutes.
