Has a quest available, but does not want to talk.
Tried talking to the Weapon Master, and I can talk to her normally.

At the Dawnstar Spire in Ghostlands, there's a teleporter object that takes the character to an upper floor.
That one works fine.
But the teleporter in the upper area that should teleport back down instead causes fatal fall damage.

The required item can be fished without having the quest, so the waters of Orgrimmar are not checking if the player has the quest active.
I don't have Alliance characters to test this in Stormwind.

Issue 1:
These NPCs are not in stealth mode.

Issue 2:
Drop rate for their quest item is lower than expected.
