FS#1148 - quest bugged/not working

Not sure if it might be intended for current state of server but this quest is impossible to complete since i have unlocked all traits for 1 artifact weapon.
This quest is qute essential for weapon progression since it unlocks secondary power tree.

after a brief offline moment being logged out near Tomb Of sargeras entrance secondary trit tree just unlocked.
