FS#1262 - Blackrock Disguise dosen't get applied for delivery quests
Quest id 28318, 28317, and 23819 don't give you a blackrock disguise when you accept them like you are supposed to, making the quest uncompletable.
Suggested fix: Add a quest item that gives the buff to you when you use it?

Update on this, apparently you have to complete a questline before this to get the disguise. all the quest were available at once for some reason.
