I can collide, but not interact with it and cant see it making missions impossible.

This has happened to others in the pass, it isn`t buggued, you are missing any quest/quests for it. In your screenshot I see you are void elf, maybe the need quest isn't showing for you because race requeriment which I need to check. In the future if it's possible, upload the full screenshot so I can see which quest you are and more info please. I will look for the need quest requeriments soon.
Hey so, it turns out it was after i augmented my artifact at first, it appeared. Cant remember name of quest rn, but it was given by the pandaren right in front of the artifact shrine thing.
